Start to implement the key resolution, but it's not fully implemented yet. For dids only did web is added. The default way is to go via vc metadata.
On the issuer site we have no implementation yet. Here we should only reference to the private key and the value that needs to be added during issuance. Since other key reference methods like vc metdata are not so important yet, this pr is not so relevant to be finished soon
